Livy attributes the acceptance of the the Trojan refugees in Laurentum entirely to the nobility of the folk and of Aeneas. And that was certainly a necessary part of it. However, the Aborgines had a sticky political problem of their own for which a big influx of experienced and motivated soldiers would be very helpful. Thus, the key to this treaty was that each group was in a position to help the other and to help itself by joining with the other.

The Veneti invaded and stole the land of the Euganei. This group of refugees was not (presumably) composed of lawless individuals or criminals who would be accustomed to committing murder and armed robbery. Yet they did so here on a grand scale. What allows this and what can prevent it.

A striking feature of the Preface is that Mr. Livy had a very good opinion of the Roman nation. But he seems to go beyond a simple pride in the actual achievements and strength of the country, showing a national attitude that probably impeded good relations with other nations.
